Guides on ontology development emphasize knowledge gathering from domain experts and documentary resources, and knowledge representation using an ontology language such as OWL or FOL. However, working ontologists are often surprised by how challenging and slow it can be to develop ontologies. This is the case because these ontology guides are not considering a major aspect of ontology development. In this presentation we will argue that a major aspect of ontology development consists of consolidating existing knowledge in a consensus, which may be represented in an ontology. This has consequences for the organization of ontology development projects as well as the education of ontologists.
